What is a Pollution NOC (CTE / CTO)?
Under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, industries and certain businesses that may cause pollution must obtain consent from the State Pollution Control Board.
- Consent to Establish (CTE): required before setting up or expanding a unit or starting construction
- Consent to Operate (CTO): required before starting operations, and renewed periodically
Categories & Process
Industries are classified by their pollution potential, which decides the consent requirement and validity:
Industry Categories
- Red: highly polluting industries, with the strictest conditions
- Orange: moderately polluting industries
- Green: less polluting industries, with simpler requirements
- White: practically non-polluting industries, generally exempt from consent and covered by intimation only
